Mech units??? is it a cheat?

Im currently in a casual duel with this guy and he has Mech units, They are not listed under units, in game. The best that I can tell is that they have high defense. Everytime I pop his walls I lose the battle and he has Mech units there. Is he cheating or what???

Rare units maybe?

Mechs are a rare unit on default map. If he is able to produce massive amounts of mech units you are playing a custom map which allows a select few(or maybe just one) country to produce these units.

He gets them at every city i pop his walls at with no air transports around. I dont think he is gettiong lucky with rare units.
