Going straight for the Capital?

Sorry I'm a noob straight from the tutorial, I played games such as these before like War Light.
I happened to notice in the tutorial that I could take over an entire country if I go straight for the capital and ignore the other cities.

Is this not a problem with the game?

yes, in warlight you need to complete a set of cities to take reinf. here you have to take the capital to start getting reinforcements. Even if you have France's 5 cities but not Paris, you wont get anything.

But to get reinforcements for the cities you need to capture them aswell. Every 5 turns you will get reinforcements for every capital you hold and in each city you hold.
