No go area without it being selected

Hi, I had this problem.


I have NOT checked the box to mark that area as an no-go-zone.

I dont know if its a bug or something done wrong from me so I will post this in the questions forums aswell.

Update:

Deleted the country, now I am not able to launch the map.
