Turn turnblocking on/off when creating game

Like 100+ cities or alliances, turn them on or off

I've made a point of this several times; when you're talking about turnblocking, you're really talking about engagements between two belligerent players.

So if you turn "turnblocking" off, you're turning off all possibility of having a battle.
