Late Joining?

Ok so my friend joined at turn 44 and he choose his country but he couldn't start playing, the join thing was set to turn 99. He couldn't choose is color eather. There was no start turn or end turn button at the bottom eather. Help?

When latejoining you can't pick your color. You also have to hit Acquire and then click the ready button on the bottom right side. Did he do that?
