Developer screen?

I join a game and it loads but then it appears to be in a developer scree but with the map in the fore ground with a white border. And when ever i click something it appears behind the map with no display and i cant play the game any help? https://gyazo.com/c95692a2d0026e49a886dbdfb430c52d
