Free units at the start of senarios

Recently when starting scenarios I have not received the unit shown in yellow in the dialogue box at the begin of the first turn. Is this a bug or only available to premium players? Also similarly i cannot recruit unit unit after the first turn where as other can. Thx

If you joined on turn 0 (through the game lobby), you will reinforce on turn 1 and get all scenario units from turn 1+.
If you joined on turn 1, you can reinforce on turn 2 and receive scenario units from turn 2+ only.
...
If you joined on turn x, you can reinforce on turn x+1 and receive scenario units from turn (x+1)+ only.

You won get the 1st Turn units if your playing casual and late joined after game start.
