I have many militia in my cities and they are bogging down my economy but due to their minimal movement capabilities it would be ridiculous to use them offensively. So is there any way to remove these troops without going to war?
I was in a game where something a more experienced player stated seemed to indicate that it was possible to "retire" the troops.

Militia dont really cost much with upkeep, you must be playing in a poor zone to notice this. You can suicide them in neutral cities by not sending enough if them to take the city. E.g 1 militia in attack vs 1 neutral militia in defence
