The general idea is to make t1 diplomatics enabled for scenario makers,
just to add an option for the maker to add someone ally/peace/war on first turn and it stays as long as the players want to
this idea is to enable first turn teams but give more option to the players
or to make 1 team against whole ffa game, and such
i.e. making 3 players ally each other on t1 and let them diciede when to break the allience, while the rest of the players start with t1 peace as normal

not because its controlled by map maker, if the map maker thinks some players need to be allied from the begining but dont want it to stay forever (like in team games) he can do it
also there is still the ally limit stat which map maker can lock and then allyfagging solved
