New strategy suggestion "Based"

This strategy would give buffs to the >based< (grounded) troops like the:

Radar Array
Coastal Battery
Bank
Recruitment Center
Anti-Aircraft Defences
Fortifications

While nerfing other units in cost or in stats (not both).
Because currently theres no strategy that has effect on buildings, missed oppertunity imo.
