Why is Macedonian not in europe?

In the Normal Europe map, you cant take Macedonia, any Idea why?

Malta is also not in the "normal" europe map, I think that it is probably because it is "small country" with a weak economy.
What's strange is that Moldova is in the "normal" europe map while being smaller and with a weaker economy.
So I am assuming that in the "normal" europe map they will be too much reinfrocement in the blakan if Macedonia was included.

Congestion is also a reason as you've probably noticed the normal EU map is a lot more open then the extra cities version

no one cares about montenegro?

Because Skopje is an extra city, as is Podgorica and Valletta. Therefore, when you do not have extra cities on, those countries are not available.

Moldavia 33,846 km2
