When someone proposes a time change I can either hit accept or cancel. If I do not want to accept it and hit cancel, why does the change happen anyway?

Also, I just played a game where the other player changed the time limit down to 2 min. which was not nearly enough for me to keep up, since I had a larger area to cover. I proposed to change it back to 4 min. several times but it never changed. What gives?

Some high Ranks do this as well when they know you need the time to manage when they do not.
