Adding Units Problem

When I start a game I can add as much as it allows me to although when I add in turn 2 and above it won't let me even though I have reinforcements. I might have 10 reinforcements although I can;'t add them to my city. How can I fix this fatal bug?

Do you have enough money to buy all those units?

Then I'd say ask Ivan about it, because obviously it's not a money issue.
