RESOLVED: Building Cheap Units with the General

I am a bit confused about how the -40 cost upgrade for the General works, for example in my last game I had the general in my capital and it tells me that I can build a Destroyer for 130, instead of 170 but when I went to purchase it 170 was subtracted from my total money.

General doesn't reduce the buying cost of units, but rather their weekly 'maintenance cost'. It's in the upgrade's description, btw.
