This strategy would allow the player to move the capital. Down side would be the cost of units would be expensive.

Interesting concept: a wandering capital.
Interesting for a post-apocalyptic scenario but not as a strategy. Has been proposed (or discussed) by Gard as the basis for a map/scenario, where the capital (and its production function: reinf and income) wanders within a specific range per turn...
