Never heard. My volume was on and i played the sounds: atwar websocet closed, internet connection was lost, electricity became weaker (room light switched off) and my dogs started barking nervously.

It's either special frequency for wave disturbance/wave-field distortion, which was abandoned after USSR collapse, or simply failed radio stations.
