Boost cities that have military forts in real world

If a city hosts a military base in the real world one would presume in atwar these cities would have more troops available. ex. clarcksville,tn on the america map only reinforces with 2 or 3 troops and its the home of the 101st airborne division <amonng others>! would be nice to see such places gain an advantage over say...nashville<though the cap of tn not a military base city>
