We're hoping to make some minimal AI for neutrals at some point, but it's a lot of work, and definitely not worth the trouble if it's for tutorial only.

Is this scrapped now, or are the admins still planning on making "some minimal AI for neutrals"? Having the neutrals do something other than sitting there and getting killed would be a truly monumental addition to this game, or so I think.

I suggeste a new tutorial that uses A.I for better learning experience:

But as you can see, even Amok saw (and ignored) my suggestion. Probably because (as Ivan say) it does not wort it for tutorial only....

But I also suggested "missions", yet it got ignored too.

No because programming AI in this game would be hard as hell since it has no grid

AI in general is hard to do.
Even a simple Chess AI that plays at your average 10-year old's ability takes a competent programmer several hours.
Now, AtWar is a relatively simple game for us people, but for a computer that needs to use Pythagoras to simply determine what's close and what's far, it really isn't simple.

Which is why I want to know whether the admins plan on investing the time and resources necessary into this sort of thing.
