Make people shout in global as fast as in game.

I notice it takes a while to advertise for global, as it takes a while before you can speak again, and i wanna make that time shorter. Clearly, this is gonna take time and debate, but think on it

The time between global messages is to vaoid massive global spamming. No need to shorten this time, since global is just for game advertising and other "very urgent stuff". No need to advertise at faster pace...
