It'd be cool if there was an option to scale all the cities in your map at once... multiply by all the same amount that you can type in.

The addition of it is easy and simple but scaling by constant (multiplying a set number) isn't very good with real data.
Besides, what factor are you going to use for this constant number? Population? Arbitary value?
If your population is already using the multiplier then the map will be boring to play, since you can identify the income of a city just by its reinforcements.
I support this only if this makes map-making more accessible to people and allow them to develop more delicate detailed maps.
HOWEVER, I do not wish to see a trend of multiplier relied maps.

You can create your own scale to do what you want.
