People have 4 wealth at start.
Anyway, I am less bothered about the command choices, but the senates vote to not engage. Every turn missed against a war is a massive waste of potential. 10 ships + tirpitz 3 command and just fucking go for it. When you have an advantage, attack, it doesn't have to be a huge advantage.
Anyway will update game now, tirpitz isn't here but his vote will no longer change any result.
