Upgrade general extra reinf not working

I already posted this in "Questions" but no answer. This is really annoying as apparently only some players are affected and not others, thus giving quite unfair advantage on low fund duels I am playing usually.
Basically my upgrade general extra reinf doesnt work as soon as there are other players in the game:


I get 8 reinf, so upgrade did work I get 1 extra in Belgrade where my general is located

Now if I do a 1v1 vs Austria (7 reinf as well), I get only 7 reinf, so upgrade simply doesnt work


Please fix asap this, I know some people have same issue (Klevis) and some others dont (Lao, Plato).

EDIT: apparently it doesnt work for anyone T1 on multiplayer games, people were confused with extra reinf from balancing feature

to stay on topic though u claim a premìum feature works.. an u re not premium...
so really stick to what u know and stay away from grown up discussìons
