well, with short alkenes, thats right, otherwise its just a reaction :S but there often are gases involved, and f.e. a candle works the way i described

Whoever said fire is a gas is retarded where chemistry is concerned.
Fire gives out gases as a by-product. All it is, is an emission of heat, light, and oxides such as carbon dioxide, Sulphur monoxide Bla Bla depending on what is being burnt. If fire was a gas, it would also have a solid form and a liquid form (liquid form only if it was a non-sublimating substance)
Since fire has neither a solid state of being, nor for that matter a liquid state of being, fire is not a gas, ergo it is not matter.

No. If you burn paper, the chemical reaction is between the oxygen in the air, and the compounds in the paper that make it flammable (which are not gases). So while your statement is true in a form, it is not always true. For example adding water to burning magnesium, just gives a massive release of heat and light, which causes a quite spectacular jet of flame, which is further exacerbated when the Hydrogen gas given out as a by-product is ignited.
