Is it illegal to use alts to win games?

Guest41489 Guest81085, jaf922001, and UnknownCharting have been using alts (the first 3 are alts of the 4th) to win games. I occupied Unknown's capital then he adds 3 alts, even openly admitting to it, and invades. is this fair?

Yes is illegal, report him to mods for farmer.

Report him to mods not admins. I recommend Meester

Strangely, whenever you win it's reported.
When you have 10 alts and still lose no one bothers to report you.
