What are the advantages of the Devastated Earth strategy?

Hello everyone, sorry if this information exists elsewhere, but I did not find it. I know this strategy in real life, in the strategy simulator only shows that with this strategy all units lose 1 defense, but does not show what its advantages. Does anyone know me answer this?

It's not a released strategy and probably won't be.

It needs a face lift but really is not possible until buildings are properly released.
