New General and submarines glitch

So i joined 50k, i wanted to use submarines, so i picked naval commander. Then i pressed on city and bam, i couldnt make submarines, then i saw that we dont have generals too.

This is a new, somewhat bizarre glitch or bug and is presently being investigated. The problem appears to be transient and started in the past 24 hrs or so. Our top agents are on it ♥
