How does bank works?

I see that you should pay 10% less for upkeeping of all unites, isn't it?

but if I build a bank, I see that I spend more money for upkeeping unites in the next turn, because it adds 70 $ for upkeeping the bank!

what is my error?

You should only build a bank when you have a lot of units needing upkeep deduction. If you don't have a main stack eating up your money, don't bother building a bank. It's only going to bring you more loss. The best thing to do about upkeep is buy premium and get a general. Generals (with the right upgrades) give -3 upkeep to all units in the stack. That's basically 0 upkeep for imperialist 30 cost infantry (need infantry cost upgrade).

Does the Bank give -10 to all the units I own, everywhere, or just the ones created in the city where the Bank is located? and must they stay there, or if I move them they always have -10?

the bank gives -10 upkeep (cost per turn) to any units in the city. Any units you put in the city will cost -10 less per turn

I'm not checking myself so I'm just assuming it is -10
