Stop cap on cities's amount of units

I think this would help mapmakers to make island countries 1000x less weak than the strongest countries. Also, ending the limits on unit strength and distance etc. would help to create diversity among units, although I would see that as a way for map makers to make OP units in a discrete location for themselves.

For instance, a mapmaker would be able to make American Samoa have 1 unit while germany starts with hundreds.
