2 members of small clan always playing together in same game

There is a defunct clan "Aogiri Tree"; its japan based; only 9 players ever belonged
repeatedly I join casual games where two officers (Salem The First and Jin Roh Kroenen)
are playing as a de facto team in the game;

Does AW allow this? Isn't it a conflict of interest? How about the rest of us that don't have level 11 alter egos helping us along??
