There should be some sort of penalty for making peace with someone then just attacking them. Right now I dont see the point to make peace.

You cannot attack people you signed peace treaty with. It takes one additional turn to declare war and then attack - that's the whole point at the moment.

I didnt see any alert or anything that someone declared war on me. Maybe I just missed it

Although I've only played through a few games, I've found plenty of players who are willing to ally and/or make peace. Usually this is because one person is dominating the game and will win if the others don't ally together, and this usually happens in map where there are a lot of players and not as much space to move around and neutral countries to use as buffers.

In my last two games, I won by forming alliances with other players, and we all shared the SP together!
