They thing is, those are pretty accurate... Western Australia is all but a desert, Canada is one of the most sparsely-populated countries (measured by people per square km) on the planet and Eastern Russian provinces have few major cities in them. In fact, they've only just begun to have major cities there in the last few decades. And their units are usually bumped up in Afterwind anyway or there would be no action in that region at all.
