Global Chat, some help?

I still cannot figure out how to use global chat, and sometimes I really need to use it for my games, can someone please explain it clearly? Ive tried everything, and this does may sound like a dumb question.

You can get premium for free by playing a lot of games, and earning pcs per every 100 sp you gain. Another way is to beg like a bitch. You can also buy it, better to buy it on sale though
