The cost of transport planes and the capacity in the envelope (covert operation) strategy makes it inactive for everyone and I think this should change at least to +1 of the capacity

Nah, CO isn't you focusing on transporting huge amounts of marines on planes, its focus its to have cheaper and defensive subs. No point on making that buff.
