I have designed a scenario and a province that I have designed with a reinforcement rate (capital) of 4 is chosen by a player as the starting province.
On his first turn this player attacks his neighboring provinces with 13 newly built units, how is this possible? I would have thought he could recruit a maximum of 4 new units....

Is there an upgrade or doctrine that allows me to attack with 13 units at once instead of just 4? Where is my thinking error?

P.S. I once did a test run with this new province, and I could only recruit 4 units.

Thats because some other player picked a province that has more reinf like 20 or more so the game added reinf to that player to balance it.
Its same in world game when someone picks India if you pick lets say Albania you will get like 30-40 reinf 1st turn rather than 2.
You need to add a nerf to that province if you want it to stay 4 reinf. (also general gives +1 reinf when it its in a city every reinf turn)
